Five years after the adoption of the UN Programme of Action to address the illicit trade in Small Arms and Light Weapons, representatives from governments, international and regional organizations, and civil society will meet at UN Headquarters in New York from 26 June to 7 July 2006 to review the efforts and progress made at all levels; to address future international cooperation and assistance issues; and to assess challenges on the road ahead. Illicit guns kill about half a million people worldwide every year. Africa suffers most, and it's here where hundreds of thousands of illegal small arms and light weapons are in circulation. In 2001, Tanzania also embarked on a five year National Plan of Action and set up an Arms Management and Disarmament committee. The Tanzanian Government are working with SaferAfrica, disarmament specialists funded by the European Union. The Arms management and Disarmament plan in Tanzania has had significant success across the country. It's the first comprehensive national approach anywhere in the world and is being offered as an example for the region. The government has recognised the need to work from the top down - from updating legislation, training police officers, to working with the public in tackling the problem. This video features key interviews with Jakkie Potgeiter, SaferAfrica, Dominic Hayuma, Commissioner of Police in Tanzania and Engelbert Kiondo, the Assistant Superintendent of Police. The European Union is working to reduce the devastating impact of illicit small arms in developing countries. On a continent where poverty reduction is a matter of life and death - progress must not be undermined by illicit guns. The international community can help with technical and financial aid, but also by a political commitment to make the link between security and development on the world stage

A police officer and a bank official were shot dead by armed bank robbers in a shootout 00:00:00
with police in Dar es Salaam, capital of Tanzania. 00:00:06
It could be any city in the world, but it's still two more deaths because of illicit guns. 00:00:10
Illicit guns kill about half a million people worldwide every year. 00:00:18
These weapons are cheap, portable and readily available across many countries in East Africa. 00:00:21
Hundreds of thousands are in circulation among the civilian population. 00:00:26
In the year 2000, Tanzania signed up to the Nairobi Declaration on Small Arms and Light 00:00:31
Weapons and embarked on a five-year national plan of action to tackle the problem. 00:00:35
It's the first such comprehensive national plan anywhere in the world. 00:00:41
In a continent struggling with famine, corruption, disease and conflict, the abundant supply 00:00:46
of illicit weapons is holding up development. 00:00:50
Once there is insecurity, there's a lack of production, there's a lack of movement 00:00:54
of people and there's a general deterioration of the economic well-being of that community. 00:00:59
As well as seizing illicit weapons, Tanzania is updating its licensing system for legally 00:01:05
held weapons. 00:01:09
Computerisation is part of the arms management plan and 10,000 records a month are currently 00:01:11
being entered. 00:01:16
To ensure confidence remains high and disarmament continues, public displays of gun destruction 00:01:18
are held around the country using a mobile gun cruncher. 00:01:23
In the long term, the success of this programme will also depend on the success of Tanzania's 00:01:28
neighbours to deal with the issue within their borders. 00:01:32
There is much for them to learn here. 00:01:36
Tanzania is an example, not only in the African continent, in terms of what government and 00:01:38
civil society can do together once they cooperate on a common problem. 00:01:42
The European Union is working to reduce the devastating impact of illicit small arms in 00:01:47
developing countries. 00:01:52
Development and security are interlinked and progress on both must not be undermined by 00:01:54
illicit guns. 00:01:58
