2002 was presidential election year in Ecuador. The contest has put the smallest Andean country on the front pages of international newspapers. The European Union has deployed across the country 70 observers since the beginning of September in response to an invitation from the government, and in keeping with its commitment to support democracy in Ecuador.
The contest has put the smallest Andean country on the front pages of international newspapers.
00:00:00
The European Union has deployed across the country 70 observers since the beginning of
00:00:14
September in response to an invitation from the government and in keeping with its commitment
00:00:19
to support democracy in Ecuador.
00:00:24
The observers will monitor the whole electoral process.
00:00:26
Whilst following the observers in the Manabe province, we met the mayor of Santa Ana, Ramon
00:00:37
Mieles, who tells us that he is concerned about possible fraud in the first round results.
00:00:42
We've always won here in democracy.
00:00:49
Just look at this village.
00:00:54
It's a marvellous village.
00:00:55
We're transformed.
00:00:56
The people are with us, but it's always possible that someone will try to do something.
00:00:57
Santa Ana is an example of the complexity of the political situation that exists today
00:01:05
in Ecuador.
00:01:10
In one of the province's villages, La Union, voters have lent their support to the same
00:01:11
political party for many years.
00:01:16
The challenge for other parties in La Union and other rural areas is simply to survive.
00:01:18
Trying to find candidates is practically impossible.
00:01:26
Even trying to set up a polling station is a challenge for Jovani Popis, the electoral
00:01:29
coordinate in Santa Ana.
00:01:34
The difficulty facing the electoral coordinator is having to work with people who are unable
00:01:40
to either read or write.
00:01:48
That's the real challenge.
00:01:53
However, even at La Union, the first round produced a big surprise.
00:01:55
All over the country, the results proved the pollsters wrong.
00:02:03
The two candidates elected for the second round came from outside the traditional political
00:02:07
parties.
00:02:12
According to one of the impartial observers involved in the electoral process, the NGO
00:02:15
Participación Ciudadana, people in Ecuador feel differently about these elections compared
00:02:19
to those in the past.
00:02:25
These elections are not seen by the Ecuadorian people as just another election.
00:02:30
For the majority of them, these elections represent an opportunity.
00:02:36
Opportunity or not, the first round showed that the Ecuadorians refused traditional options
00:02:46
and electoral forecasts.
00:02:52
The European mission, very much present during the whole campaign, declared the results free
00:02:56
and fair.
00:03:02
Mission Chief Observer Emma Boino explains the role played by the observers.
00:03:06
Our response has been to say that those who have proof of vote should know it now.
00:03:11
If not, they are irresponsible.
00:03:19
This approach has helped to calm things during these elections.
00:03:21
People facing desperate socio-economic conditions must make difficult decisions on how to face
00:03:29
the future, which has been waiting in the wings for far too long.
00:03:35
the future, which has been waiting in the wings for far too long.
00:05:29
the future, which has been waiting in the wings for far too long.
00:05:59
the future, which has been waiting in the wings for far too long.
00:06:29
the future, which has been waiting in the wings for far too long.
00:06:59
the future, which has been waiting in the wings for far too long.
00:07:29
Where are the new boxes coming from?
00:08:00
The new boxes are arriving in Egypt.
00:08:02
Right now?
00:08:04
Yes, this morning we received them and we are replacing them.
00:08:05
Yes, there are a few more.
00:08:11
At the time of the accident, we were able to determine how many people were damaged.
00:08:13
But more or less, between 60 and 70.
00:08:21
But we are replacing most of them.
00:08:24
How are you?
00:08:59
We are verifying the number of boxes.
00:09:11
We are verifying the number of boxes.
00:09:28
We are verifying the number of boxes.
00:09:58
We are verifying the number of boxes.
00:10:28
March 7, 2013
00:10:58
Because, in a recovery situation, it's important for us to petition,
00:11:18
especially on Tuesdays, which is the day of the inauguration.
00:11:23
There are problems because many employees who are not from this parish
00:11:27
are going to be here for a month.
00:11:31
When they live in remote parishes, they work here, but they live in remote parishes.
00:11:33
And this is a problem, right?
00:11:37
Yes, it's a problem.
00:11:39
Because the distances are large.
00:11:40
Large, yes.
00:11:42
And they also vote in other parishes.
00:11:44
If they voted here, there would be no problem.
00:11:46
Yes, yes, yes.
00:11:48
These are the problems.
00:11:49
But, what percentage are we?
00:11:51
In terms of appointments, we have been notified and qualified.
00:11:53
In terms of qualification, here it has been minimal.
00:11:58
In terms of appointments, yes, they have arrived today.
00:12:01
I think that, here, there must be about 60% of the people.
00:12:14
How many years do you expect to see them?
00:12:21
Look, experience of years before the elections.
00:12:23
There are not many public institutions.
00:12:25
Yes.
00:12:27
No?
00:12:28
Because, yes, there are many schools, but the teachers are from other cantons.
00:12:29
So, it was impossible, due to the fact that it was the previous system,
00:12:33
that the political parties, all the political parties,
00:12:37
would not have their delegates, as they did in the year 2000, for example.
00:12:40
This time, that has been the problem.
00:12:43
Deliver their...
00:12:46
Delegates?
00:12:48
Delegates, the political parties.
00:12:49
For the table, for the tables.
00:12:51
As it was in previous years.
00:12:53
And this year, among those who are not going to be appointed...
00:12:55
No, among the 40% who are not going to be appointed,
00:12:58
those who are not going to know anything.
00:13:03
There are different types of situations.
00:13:06
That the delegates who arrive at that moment to the table,
00:13:10
the first ones, the missing ones, are taken from the line.
00:13:13
The first ones who come to vote.
00:13:15
Or the others, that the political parties,
00:13:19
as they send their observers, they pass from observers
00:13:21
to members of the other sectors of the vote.
