llegal fishing on the high seas is possibly the biggest single global threat to sustainable fishing. Recent estimates show that it represents between 15-20% of global catches. As a major world market for fisheries products, the EU proposes the establishment of a system to prevent, deter and eliminate this practice by shutting the door for products of illegal fishing, thus depriving the poachers of their sole motivation: profits.

poachers compete with one another in daring tactics, pillaging fish stocks in defiance 00:00:09
of all regulations. This practice occurs worldwide. Their activities are particularly harmful 00:00:13
for poor countries that don't always have the resources needed to patrol their waters. 00:00:18
The spoils of these activities, carried out mostly by international criminal organizations, 00:00:23
amount yearly to between three and ten billion euros. 00:00:27
We did a study two years ago and we established that the amount of illegal fishing around 00:00:30
Africa may well contribute to about one billion dollars worth of fish, and globally the high 00:00:39
seas catch, the amount that's caught in high seas that is unregulated, will be about the 00:00:48

By illegal fishing we mean fishing activities that disregard the rules, such as fishing 00:00:57
without a license, ignoring quotas, or even not respecting safety and hygiene conditions 00:01:01
on board vessels. Illegal fishing currently represents between fifteen and twenty percent 00:01:06
of global catches. For certain stocks in high demand, such as Patagonian toothfish in the 00:01:10
Antarctic Ocean, or certain species of tuna, it can account for up to one third of catches, 00:01:17
thus endangering whole populations of fish on which it causes overfishing. And the one 00:01:22
and only reason for this is short term profit. 00:01:26
We have to fight illegal fishing at every stage, from net to plate, when the fish are 00:01:33
transshipped, when they're landed, and throughout the processing and marketing chain. But it's 00:01:54
particularly at the landing stage that the European Commission wants to step up controls. 00:01:59
The main measure will be to introduce port state control for all landings of fishery 00:02:06
products from non-EU vessels. 00:02:10
The European Union is a big importer of fish, and therefore it is a very lucrative market 00:02:15
for the importation and the selling of fish. Therefore it is essential that we have a system 00:02:23
in place whereby illegal fish are detected, and this we can do through a system of certification 00:02:29
whereby the flag state will certify that the fish that are landed are legally caught. 00:02:36
The European Commission wants to apply this certification system not only to fresh and 00:02:44
refrigerated products, but also to imports of processed, frozen and preserved fisheries 00:02:48
products. This system can only be effective if matched with an adequate system of penalties. 00:02:52
Where infringements are established, both the vessels engaging in illegal fishing or 00:02:58
the flag states that fail to penalize them should be banned from landing or even trading 00:03:02
in the European Union. 00:03:06
The European Union is the world's biggest consumer and importer of fisheries products. 00:03:11
It is therefore determined to act responsibly by shutting its doors to all products of illegal 00:03:15
fishing, thus depriving the poachers of their sole motivation. 00:03:20
