Launched on 30 January 2007, the Commission’s Green Paper ‘Towards a Europe free from tobacco smoke’ is a key feature of the Environment and Health Action Plan (2004–2010) in which the Commission explores legal mechanisms and health initiatives to promote the goal of a smoke-free Europe. In 2004, Ireland was the first European country to ban smoking in pubs and restaurants. Today 00:00:00
it's on Dublin streets that you can find smokers. Tommy Smith owns a pub in the capital. He 00:00:12
remembers the time, three years earlier, when the anti-smoking law came into force. 00:00:17
Oh, I said, oh my God, this is never going to work. And I said, this is going to be very, 00:00:22
very difficult to enforce. But thankfully, it wasn't. 00:00:29
And I have to say, I'm very proud of the way that the Irish people have accepted it. 00:00:33
For Tommy and John, who have never smoked, the new law was a relief. Passive smoking 00:00:42
kills more than 79,000 adults a year in Europe. But what do actual smokers think? 00:00:48
It was a bit of a shock. I would smoke, say, about 60 cigarettes a day. So the smoking 00:00:57
ban was brilliant. We realised it was very important and we realised it's the best thing 00:01:08

Where I smoked the most amount of cigarettes was when I was in a pub. So coming to a pub 00:01:15
was always the hardest part of giving up cigarettes. I stopped smoking. 00:01:20
