Five years ago, the 191 members of the United Nations made 8 promises to improve the quality of life of hundreds of millions of people across the world by the year 2015. These Millennium Development Goals are attempting to eliminate hunger, alleviate poverty and address other issues like education, the environment and security. It's now time to review progress on this United Nations project. From the 14th to the 16th of September, The UN Summit in September in New York will bring together Heads of State and Governments to review progress made since the adoption of the Millennium Declaration in 2000. This Declaration represents an ambitious set of values, principles and objectives for the global challenges of the twenty-first century, as well as deadlines for collective action. To coincide with this event, Esras Films have produced a free to air video news release looking at the African country of Uganda, and examining the interaction and co-operation between the EU and the UN which has taken place at all levels. The European Union is a largest donor to the UN and is also a strong supporter of its overall approach. In an exclusive and frank interview for this report, EU Commissioner Ferrero-Waldner, outlines how the EU sees itself as a partner of the UN in achieving the MDGs and global security, and remains constant in its commitment to the multilateral instrument of the UN. Much speculation on the future of the United Nations is concerned with reform of the institution. This report however, has the work of the UN on its agenda and looks at the pursuit of progress on the Millennium Development Goals in Uganda.

Over 80% of Ugandans are poor subsistence farmers, a target group for assistance.

Agricultural advisors are helping these farmers switch from growing wetland rice to an upland variety.

Upland rice requires less seed, is easier to manage, and the yields are higher.

This group of rice farmers are looking forward to their first harvest in a few weeks.

Uganda's Universal Primary Education Programme, UPE,

has seen a doubling of pupils in school and lower drop-out rates.

It is a very good programme because most of the parents here in our area are very poor.

They can't afford paying school fees for their children.

But this UPE has helped them so much

because parents buy only books, uniforms and send their children to school.

Children are happy as you see them.

Everything is going on well.

Environmental concerns are another focus of the Millennium Development Goals.

Carbon emissions are not the burning issue here,

rather the threat to Uganda's natural forest.

It's at crisis level, fuelled by the growing population's demand for firewood for cooking.

We need timber for most of our activities, for fuel, for paper, for everything.

So without replanting, we are killing the country.

The country will have no future.

The response of the European Union is to support commercial forestry plantations.

Private planters receive partial funding by way of a grant

to clear land and plant trees in Uganda's central forestry reserves.

Planters have to take a long-term view of their investment,

and the grant aid comes in a trickle.

There is no quick money in this, that's what I'm telling you.

If now, for example, I would wish my great-grandchildren to be involved in this business,

that's why I have managed to get 1,000 hectares here.

When it comes to a millennium issue like HIV-AIDS in Africa,

it's hard to be optimistic, but it's not hopeless.

Everyone attending this clinic is HIV-positive.

It's being run by TASO, the AIDS Support Organisation,

a professional network of supports based on care and protection.

With HIV, that's not the end of life.

Medically, coping with AIDS in Africa is inevitably compounded by other conditions
