First, I'm going to read what's in the book.

So this is a have to and must statement,

it is necessary. In the box next to it, it says mustn't, which means it is not permitted.

Not permitted is another way of saying it is not allowed. They mustn't climb without a helmet,

which means that the children are not allowed to climb without a helmet.

If you look to the third column, it says don't have to, which means it's not necessary.

Climbers don't have to be adults, so it's not necessary for the climbers to be an adult.
