Sin genero de dudas, las materias que afectan al desarrollo de las lenguas forman parte 00:00:35
de uno de los contenidos básicos de las políticas de gobierno y legislativas. No es una casualidad 00:00:39
que la Unión Europea en el año 1995, al hilo de una resolución del mismísimo Consejo 00:00:45
de Gobierno, estableciese ya la conveniencia y la pertinencia de implantar las mejores 00:00:50
cotas de bilingüismo en los estados de la Unión Europea. Y que un año después, en 00:00:55
1996, la propia Unión Europea aprobase al hilo del nudo blanco la importancia del bilingüismo 00:00:59
en el desarrollo de las políticas legislativas educativas de los diferentes estados de la 00:01:05
comunidad económica europea. Esta normativa de carácter internacional y comunitaria empezaría 00:01:10
a desarrollarse sobre todo a partir del año 2004 por parte de las políticas de gobierno 00:01:17
del Ministerio de Educación del Gobierno de España y posteriormente se recogería 00:01:22
de forma específica la propia Ley Orgánica de Educación del año 2006, donde en uno 00:01:26
de sus primeros artículos, en el artículo 2, se prescribe y además de forma explícita 00:01:30
y clara la importancia del estudio de otras lenguas distintas de las maternas para el 00:01:35
completo desarrollo y desenvolvimiento de los alumnos en cualquiera de sus fases educativas. 00:01:40
Pero en ese sentido, y hemos de reconocerlo, todas las comunidades autónomas en los últimos 00:01:46
años han desplegado un papel relevante y significativo en la línea auspiciada y apuntada 00:01:51
hace un tiempo en la Unión Europea, tal y como he tenido ocasión de adelantarles. 00:01:57
Quiero agradecer en ese sentido la presencia de diferentes directores generales y miembros 00:02:01
de los consejos de gobierno de las comunidades autónomas que, me consta, han tenido la gentileza 00:02:05
de acercarse, participar activamente en este Congreso Internacional de Bilingües que organiza 00:02:09
la Comunidad de Madrid en esta Universidad Rey Juan Carlos que les acoge. 00:02:16
Y en particular hay que señalarlo como uno de los rasgos específicos de lo que es la 00:02:20
política educativa, la apuesta por el bilingüismo abierta y decididamente ha sido uno de los 00:02:26
constantes del gobierno de la Presidenta de la Comunidad. 00:02:31
En el año 2004 se empezaba de forma decidida una política muy decidida que con escasamente 00:02:34
seis años ha llevado a que en la actualidad casi 50.000 estudiantes cursen estudios de 00:02:42
forma bilingüe, más de 250 colegios en centros públicos y concertados con una atención 00:02:48
a las lenguas extranjeras y en particular a la lengua inglesa de primerísimo nivel. 00:02:54
Por lo demás, y con esto termino porque no quiero hacer este acto de bienvenido más 00:02:59
extenso, la Universidad Rey Juan Carlos, que es una universidad moderna, que es una universidad 00:03:03
dinámica, que es una universidad pujante, que quieren que yo les diga que soy su rector, 00:03:08
que es una universidad excelente, acogió desde un primer momento la importancia de 00:03:12
las materias de desarrollo en bilingüismo. Y así, al hilo del marco europeo de educación 00:03:17
superior, con la modificación de las antiguas licenciaturas y reconversión en las titulaciones 00:03:22
de grados, todos y cada uno de los alumnos de la Universidad Rey Juan Carlos estudien 00:03:26
ciencias de la salud, ciencias tecnológicas o experimentales, ciencias jurídicas o sociales, 00:03:31
periodismo, medios de comunicación audiovisual o turismo, todos y cada uno de ellos tendrán 00:03:37
una formación en los primeros años en lengua inglesa. Y además, ya desde este curso 2010-2011, 00:03:41
la Universidad Rey Juan Carlos ha apostado de forma decidida y franca por la implantación 00:03:48
de titulaciones bilingües y, además, bilingües de verdad, de carácter transversal, y en 00:03:53
todas y cada una de las asignaturas que se estudian en sus diferentes grados. Es el caso 00:03:58
de las titulaciones de dirección y administración de empresa, es el caso de los estudios de 00:04:03
marketing, es el caso de los estudios de economía, es el caso del turismo y es, asimismo, el 00:04:08
caso de los estudios que se refieren a enseñanza secundaria. 00:04:13
Y, además, hay encima de la mesa, a la espera de la aprobación por la Consejería de la 00:04:16
Comunidad de Madrid, de dos másteres vinculados a la implantación del bilingüismo tanto 00:04:21
en educación primaria como en educación secundaria. Como pueden ver ustedes, una vocación 00:04:26
explícita, una vocación clara y una vocación abierta por hacer del bilingüismo uno de 00:04:31
los rasgos identificativos de la educación superior y excelente que se brinda en esta 00:04:36
universidad que les acoge a ustedes. Y algo más, en esta línea de reforzamiento 00:04:41
del bilingüismo y, en particular, de la apuesta decidida por la lengua inglesa, en el año 00:04:46
2002, Presidente, el Gobierno de la Universidad Rey Juan Carlos aprobaba la creación de un 00:04:51
centro de idiomas que, con unos resultados francamente muy satisfactorios en estos ocho 00:04:58
años de funcionamiento, ha permitido implantar de forma también abierta los mejores parámetros 00:05:03
de excelencia en la búsqueda del bilingüismo para los alumnos de los programas Erasmus 00:05:10
y Sócrates, ha brindado la mejor formación posible a los profesores jóvenes que investigan 00:05:14
en esta universidad y ha abierto su aspecto educativo también a otros profesores de fuera 00:05:19
de la universidad que han fortalecido e incrementado sus conocimientos. 00:05:23
Y termino. Seguramente este rector y seguramente los profesores de esta casa y quizás los 00:05:28
alumnos del primer curso no llegaremos nunca a superar las excelentes cuotas que Bernard 00:05:34
Shaw contaba en su famoso Pygmalion del profesor Higgins. No conseguiremos que la fonética 00:05:39
quizás de nuestros alumnos sea tan buena como él desarrollaba o intentaba desarrollar 00:05:45
en el caso de la señorita Doolittle. Pero no tengan duda que esta es nuestra vocación, 00:05:50
no tengan duda de que esta es nuestra apuesta y no tengan duda de que ya es una realidad 00:05:55
y que en los próximos años la situación será mucho más satisfactoria. ¿Por qué 00:06:00
tal el nuevo Bernard Shaw escribirá su Pygmalion II dentro de 20 años en la Universidad Rey 00:06:05

I want to welcome you to our university and especially to this first international conference 00:06:37
on bilingual education in educational centers. Good morning. As director general for quality 00:06:42
improvement in teaching, I want to welcome you on behalf of the Madrid Department of 00:06:50
Education. This conference is the result of the collaboration between Madrid Department 00:06:56
of Education and the language center of the University of Rey Juan Carlos. Both institutions 00:07:03
are solidly committed to bilingual education in Madrid, especially in teacher training, 00:07:10
which is definitely one of the keys of bilingual education. Therefore, the support of universities 00:07:16
is essential to ensure a high level of competence leading to success. It's an honor and a pleasure 00:07:24
to have with us here today in this opening ceremony the president of Madrid's regional 00:07:33

that bilingual education has for the Community of Madrid. 00:13:16
Six years ago, the Community of Madrid launched the bilingual programme in public educational centres. 00:13:22
And when we started the programme, we had to look for models in other parts of the world 00:13:33
that had already implemented bilingual teaching in public schools. 00:13:39
I have to say that bilingualism, the idea that bilingual teaching, 00:13:45
which I consider to be of the highest quality, 00:13:55
the one chosen by those who can afford it in private schools, 00:13:59
that idea of moving it to the public school 00:14:03
was something that I considered, from the first moment I arrived at the Presidency of the Community of Madrid, 00:14:08
a challenge that would allow the citizens of Madrid to have the best education in the public school, 00:14:15
in the school financed by the public funds, the Madrid taxpayers. 00:14:26
That what until that moment was only within the reach of the most powerful families 00:14:32
could also be within the reach of the families that take their children to public school 00:14:38
and that, if they had been able to choose, they would have chosen bilingual teaching. 00:14:45
And I was not wrong. 00:14:52
It has been impressive the increase in the requests to register their children in the bilingual centres 00:14:54
that have taken place in the Community of Madrid in these six years of operation. 00:15:04
And not because we wanted, as the Rector has reminded us, 00:15:11
that the children of Madrid would speak like Miss Doolittle, 00:15:19
the rain in Spain falls mainly in the plains. 00:15:24
No, we wanted the children of Madrid to be able, 00:15:27
within the fact that the phonetics are not the same in a mother tongue than in another, 00:15:33

It was exciting to listen the other day to the first promotion of children 00:15:46

How they have, well, the mastery of the grammar that is acquired when one is small, 00:16:07
without the least effort, but of course also the phonetics, 00:16:14
an excellent accent and a normality in the use of English, 00:16:19
which until then was only within the reach of those who could afford this type of teaching 00:16:25
and which today is within the reach of the Madrilenian families who choose it. 00:16:32
Well, in a few years, because there are six, those that have elapsed since 2004 until now, 00:16:38
we have had the satisfaction of proving that our bilingual programme 00:16:48
has been very well accepted in countries of the rest of the world 00:16:54
and also in other Spanish regions. 00:16:59
And that is why I want to express my gratitude to all the attendees to this Congress, 00:17:02
which brings together some of the most reputable experts in the field, 00:17:09
who come from the United States or from countries with a very long tradition of bilingual teaching, 00:17:14
such as Canada or Finland. 00:17:21
It is an immense fortune to have such high-ranking participants 00:17:25
in the first edition of this Congress on Bilingualism in Education. 00:17:31
And in a forum like this, in the morning of today, 00:17:41
I have no other choice, and I do so with great satisfaction, 00:17:45
than to mention the work that the Madrilenian teachers have done in recent years 00:17:50
as they have joined the bilingual programme. 00:17:57
The Madrilenian teachers have become authentic experts in the field. 00:18:01
Every day they explain subjects in a language that is not theirs. 00:18:08
Today we have 1,600 teachers trained and qualified by the Council of Education, 00:18:14
that is, they have been able to acquire sufficient knowledge in English 00:18:21
to teach their subjects in this language. 00:18:26
Unfortunately, Spanish legislation has not changed, 00:18:31
and despite the fact that we are part of the European Union, 00:18:36
we have not been allowed to have teachers from other countries of the European Union 00:18:40
trained and accredited in other countries of the European Union here in our schools, 00:18:47
except as conversational assistants. 00:18:54
We would like to have them as teachers or as teachers in high school, 00:18:57
because, in addition, when it comes to teaching English, 00:19:03
it is obvious that they could teach it wonderfully, 00:19:06
but the Spanish law still has an obsolescence that, in my opinion, 00:19:10
would make it worthy of being reformed as soon as possible. 00:19:16
But in the meantime, 1,600 teachers 00:19:20
spend part of their free time in these summer months 00:19:24
to train in Spain and in the universities of the United Kingdom, the United States and Canada. 00:19:29
In the coming weeks, these teachers will be transferred to Georgetown, 00:19:36
as well as to the University of Boston, 00:19:42
200 teachers and high school teachers 00:19:44
from the first 32 bilingual institutes in the Madrid community. 00:19:47
The bilingual programme began in the first year of primary school in 2004 00:19:53
and has already completed the entire primary school 00:19:57
and begins in the course 2010-2011 in the institutes, 00:19:59
in some of the 32 institutes in Madrid. 00:20:04
In primary school, bilingual teaching has been consolidated. 00:20:09
250 Madrid schools teach in English, 00:20:14
except for math and Spanish. 00:20:19
206 public schools and 44 concerted schools. 00:20:22
In total, 250. 00:20:27
As I said, the first promotion of students from the schools that began in 2004 has just been graduated. 00:20:29
1,400 students have already taken the six bilingual primary courses. 00:20:37
In the next month of September, the 32 institutes that will continue 00:20:45
and complete the bilingual teaching of these children will begin. 00:20:51
And something very important. 00:20:55
We are also working on children's teaching, 00:20:57
on teaching prior to the age of six. 00:21:00
180 children's schools are applying a programme of initiation in English 00:21:03
for children from 0 to 3 years old. 00:21:09
And from 3 to 6, all children have at least an hour and a half of English a week. 00:21:12
Because it is at these ages that you can learn effortlessly. 00:21:18
This is something that is only believed when it is seen, 00:21:25
but it is so that children learn simply by listening to music, 00:21:30
by writing letters in English, by singing songs in English, 00:21:37
by having contact with another language, in this case with the English language. 00:21:43
And I am convinced that all of you are aware of the enormously positive effect 00:21:49
that bilingual teaching has on the educational system of the community in Madrid. 00:21:55
And not only because, as Antonio Garrigues-Wolker said the other day, 00:22:02
English is indispensable in a globalised world like the one we live in, 00:22:07
it is the first language of international communication, 00:22:13
but also because the effort that is required of the students in bilingual teaching, 00:22:17
far from being a problem in the use in the rest of the subjects, 00:22:25
it turns out to be a greater performance in those other subjects. 00:22:31
This has been demonstrated by the test of knowledge and indispensable skills 00:22:39
that we have done in sixth grade. 00:22:43
When we went to the bilingual schools, we realised that the results of the test 00:22:47
have been better comparatively than those of other public schools. 00:22:53
Therefore, I think it is important to say that the teaching of English 00:22:59
not only does not detract from the potential of the learning of the other subjects, 00:23:05
but, on the contrary, according to the objective tests, it can even improve. 00:23:10
Therefore, ladies and gentlemen, I conclude by saying that, in my opinion, 00:23:16
this Congress cannot be more appropriate, 00:23:20
that we have concrete data with which to evaluate the Madrid bilingual programme 00:23:24
after six years, we have excellent quality speakers 00:23:30
who will also help us to improve our bilingual programme, 00:23:35

Bilingual teaching, far from being a problem, 00:26:09
is the opposite. 00:26:12
It is a tool that promotes this educational process 00:26:14

La Universidad Rey Juan Carlos de Madrid en colaboración con la Consejería de Educación de la Comunidad de Madrid acogió el I Congreso Internacional sobre Bilingüismo en Centros Educativos que se celebró en Madrid en la Universidad Rey Juan Carlos los días 14, 15 y 16 de junio de 2010.


En los últimos años, se ha observado una implicación cada vez mayor en los países europeos respecto a la educación bilingüe con el fin de preparar a sus alumnos para sus futuros estudios, trabajo y vida en una Europa cada vez más multilingüe. Si el objetivo es conseguir una Europa multilingüe, el Aprendizaje Integrado de Contenidos y Lengua (AICOLE) sería el instrumento necesario para conseguir esta meta. Como consecuencia, el AICOLE ha provocado un gran interés en los últimos años en Europa, y  especialmente en España.


Por otro lado la Comunidad de Madrid se ha convertido en una región de referencia gracias a su decidida apuesta por el bilingüismo en los centros educativos. Un ambicioso proyecto iniciado en el año 2004 que cuenta en la actualidad con 242 colegios públicos en los que se desarrolla una enseñanza bilingüe de gran calidad. Este curso 20010-2011 el modelo alcanza a la enseñanza secundaria donde se extenderá con la puesta en marcha de 32 institutos bilingües. Estas políticas educativas están produciendo resultados muy apreciables y han generado un gran interés entre los profesores que se sienten cada vez más atraídos por este tipo de enseñanza.


Por estas razones, este I Congreso Internacional sobre Bilingüismo en Centros Educativos ha estado dirigido a profesores de primaria, secundaria y universidades, a investigadores y responsables políticos interesados en la educación bilingüe y en metodología AICOLE.
