Spain's political system: Public services
Good morning, guys. Today we are going to talk about public services.
00:00:00
First of all, I would like that you go to the window and look for three different public services that you can see outside.
00:00:07
For example, parks, waste collection and police are examples of public services.
00:00:19
In Spain, some public services are provided by the national government
00:00:28
and others are provided by the autonomous community
00:00:36
for example, Castille y León, Galicia, Cataluña
00:00:40
or Comunidad de Madrid
00:00:46
and also for local councils
00:00:49
such as Vicálvaro, Moratalaz, Fuencarral
00:00:53
Our constitution guarantees everyone's right to public services.
00:00:59
On one hand, the national government provides public services such as social security, tax collection and national police.
00:01:07
Regarding autonomous communities, most regional governments are responsible for education, health, and public transport, such as metro, buses.
00:01:18
Some autonomous communities have their own police.
00:01:33
For example, Mossos d'Esquadra in Catalonia.
00:01:38
On the other hand, local councils are generally responsible for services such as waste collection, parks, and sports facilities.
00:01:41
There are two important words that you need to know by heart.
00:02:01
They are taxes and budget.
00:02:05
Public services are paid for with taxes.
00:02:10
Taxes are deducted from workers' salaries and also the profits that companies make.
00:02:15
But we also pay taxes when we buy products or when we use a service.
00:02:24
This is called VAT, V-A-T.
00:02:31
For example, we can buy products such as food, clothes,
00:02:34
clothes and when we use a service such as transport, referring to budget we can define
00:02:40
it as a plan that shows how much money you have and how you will spend it.
00:03:01
So basically it's a plan for how to spend money, imagine you have money pocket and your
00:03:09
parents give you five euros each week so how are you going to spend or save that
00:03:16
money are you going to buy candies are you going to save it to buy a new
00:03:24
video game so this is the budget do you know that the national government's
00:03:30
budget is about 470 000 million euros per year a lot of this money is used to pay the pensions
00:03:37
of retired people such as your grandparents but also we use it to support people who are
00:03:49
employees, we use it for culture, housing, education, health, research, development and
00:03:58
innovation, defense, public security and prisons. So although we have to pay money to the government
00:04:07
with taxes and with our salary or through the things that we buy or use, it's really good
00:04:20
because we obtain a lot of things in reward to summarize what we have learned we can say that
00:04:29
it's our duty to pay taxes to finance public services some of these public services are
00:04:38
provided by the national government and others are provided by the autonomous community governments
00:04:46
or the local councils bye bye guys i hope you enjoyed and learned a little bit see you
