This firts report is a collection of declarations vy OLAF's principal partners from all over Europe in the fight against fraud and cross border crime, particularly customs and financial services. They appear in alphabetical order of the countries and department names in their original language. On 1 January 2004, the Member States were Belgium, Denmark, Germany, Greece, Spain, France, Ireland, Italy, Luxembourg, the Netherlands, Austria, Portugal, Finland, Sweden and the United Kingdom; the accession countries were the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia; and the candidate countries were Bulgaria and Romania.
OLAF, the European Anti-Fraud Office, was set up on 1 June 1999 to replace EUCLAF, the
00:00:00
Unit for Coordination of Fraud Prevention, created in 1988 as part of the Secretariat
00:00:25
General of the Commission.
00:00:31
In creating OLAF, the European institutions wanted to provide themselves with an instrument
00:00:33
for fighting trans-border economic and financial crime, fraud and corruption that harms community
00:00:37
interests, in particular Europe's public finances.
00:00:43
With these first-hand accounts from its main operational partners in the fight against
00:00:46
fraud and cross-border crime, OLAF wishes to demonstrate to the people of Europe the
00:00:50
benefits of this cooperation.
00:00:54
This video on OLAF and international cooperation has been produced in close cooperation with
00:01:12
the members of OLAF's Anti-Fraud Communicators Network, which is made up of public relations
00:01:17
and communication officials in OLAF and in the national departments, which are its principal
00:01:22
partners in the member states and the candidate countries.
00:01:26
It is intended to provide the public with better information about the anti-fraud cooperation
00:01:30
that exists between community institutions and national departments.
00:01:34
The Customs Agency in Bulgaria is under the control of the Ministry of Finance.
00:02:04
It coordinates and organizes the application of customs tariffs, the collection of customs
00:02:22
duty and action against customs offenses.
00:02:26
I am very pleased to be invited in OLAF training seminars, once in Bucharest and now in Brussels.
00:02:29
And I hope that in the future the collaboration between the Bulgarian Customs Agency and the
00:02:44
OLAF communication networks will be very fruitful.
00:02:53
The Financial Intelligence Agency is an autonomous department within the Ministry of Finance,
00:03:14
a legal entity in the Budget Department with its headquarters in Sofia.
00:03:19
It is a public body which was created in 1998 with the aim of organizing measures to prevent
00:03:24
the Bulgarian financial system being used for money laundering.
00:03:28
Our priority is to cooperate closely with OLAF.
00:03:42
We handle cases together and have conducted joint operations against cigarette smuggling
00:03:46
and drug trafficking, which have a major fiscal impact in the European Union.
00:03:52
Since illicit trade costs the European Union budget a great deal of money, our colleagues
00:03:58
in OLAF estimate that they have recovered tens of millions of euros in this way.
00:04:03
In 2001, the Belgium Customs and Excise Administration dealt with 1,496 requests for exchanges of
00:04:19
information from other Member States and made 1,625 requests itself.
00:04:26
These exchanges of information produced tangible results.
