Water molecules are held together by electrical forces.

Positive and negative charges attract each other.

The surface molecules pull together.

Normally these strong attractive forces would cause water molecules to form droplets.

But add soap to water and the attraction is reduced.

This allows the bubble to form.

And the foamy skin of the bubble is kept round by air pressure inside,

which is equal on all parts of that very thin skin.
