‘Rail Baltica’ axis Warsaw–Kaunas–Riga–Tallinn–Helsinki Upgrading and renewing the north–south rail network in Estonia, Latvia, Lithuania and Poland ), including making the Baltic States systems (broad gauge) more interoperable with the Polish and German networks built to the European standard gauge. This will help make rail a sustainable alternative to road transport for passengers and freight in the region. A feasibility study was launched by the Commission on behalf of the countries concerned (Poland, Lithuania, Latvia, Estonia and Finland) at the end of 2005. This study analyses the traffic demand, technical solutions and possible alignments for new lines. Further estimates of traffic loads and, more specifically, of the potential shift from road to rail still need to be confirmed by more detailed analysis. Implementing the project will, moreover, depend on the closest possible coordination between the three Baltic countries and with Poland, particularly relating to the border crossings. The European Commission has designated Pavel Telicka as European coordinator for this priority axis, which should be finalised by 2018.
If we want a competitive Europe which creates jobs, then people and goods have to be able
00:00:00
to move around easily and quickly, and without harming the environment.
00:00:15
That's the aim of the Trans-European Transport Network, a huge continental-scale programme
00:00:22
that will interconnect the national transport infrastructures to create a genuine Trans-European Network.
00:00:27
Although initiated at the beginning of the 90s, the Trans-European Transport Network
00:00:57
has not yet attained its ambitious goals. It's running to financing problems and difficulties
00:01:15
with cross-border coordination. Meanwhile, road traffic in Europe is constantly
00:01:19
on the rise. However, solutions exist. Goods transported
00:01:27
by road today can be switched to other, less-polluting means of transport, such as rail, waterways
00:01:31
or sea transport. This is referred to as modal transfer, or moving from one mode of transport
00:01:37
to another that is less used. This solution is strongly encouraged by Europe.
00:01:43
In this context, rail offers important potential for easing traffic on major Trans-European
00:01:49
roads. That's why the European Union wants to reinvigorate Trans-European railway projects.
00:01:54
It's identified five fundamental railway axes where progress is not being made quickly enough
00:02:00
due to difficulties of various kinds. To give impetus to these projects, the European
00:02:05
Union has appointed important public figures to serve as European coordinators for the
00:02:11
different axes. Their assignment is to bring the member states involved together to come
00:02:15
up with solutions to the problems, and to speed up project execution.
00:02:20
Pavel Tolichka is one of those coordinators. He plays the role of locomotive for the Warsaw-Helsinki
00:02:25
Rail Axis, also known as Rail Baltica. The role practically is to facilitate, through
00:02:30
more or less political coordination, all the steps and all the works that are to lead to
00:02:38
implementing the project Rail Baltica, and that is building the north-south track, which
00:02:43
would be integrating these new member states with the rest of the European Union in terms
00:02:50
of transport infrastructure.
