Fleet. Too many boats are chasing too few fish. The main priority of this upcoming reform

will be to put an end to this over-capacity, in order to end over-exploitation and re-establish

the viability of the fishing industry.

To launch this reform, the Commission has just published its Green Paper. In it, the

Commission paints a less-than-optimistic picture, and asks not only for the opinion of those

involved in the sector, but also that of all citizens interested in fishing, seafood and

our marine ecosystem.

It is through this consultation that we hope to address issues which are very relevant,

for example, how to reduce capacity, how to eliminate discarding of fish, how to involve

and responsibilize the fishers themselves even more through, for example, results-based

management.

These and other questions must be dealt with, and solutions must be found, if European fisheries
